100 % sample detection in hipot test

Today whenever you are testing in production and doing a hipot test, you are certifying that the product is safe for the user. But what tells you today that you are really testing your device under test ! So what tells you what you just produced is safe for the user ?

Indeed, if you make a hipot test, not beeing connected to your D.U.T., then the result of this test is good / pass test, as no arcing / no flash has been detected. So rather than to pass a full production with no real test, it is better to take the guarantee that the hipot tester is well connected to the D.U.T.

In order to detect its presence, the following method is used today : detecting a minimum current (called Imin or Charge-Lo, depending on the manufacturer) flowing through the sample. BUT if the D.U.T. is not capacitive enough, then no current will be circulating in the sample and no detection will be made.
